Given his previous treatment of the division of powers, this shouldn't be at odds with his style of federalism unless of course he's doing back-handed deals with FF. You see, the reason the is such a difference in the school systems has to come down to the teachers and their teaching style [or lack thereof]. These public school teachers are forever being caught not doing any actual teaching. To much of presious teaching time is being spent on other "non-teacherlike" things like downloading <strike>p0rn</strike> music and writing personal blogs....
